Electric полагается на разные версии основных библиотек. Хотя этот вопрос касается гидроэнергетики. Та же проблема относится и к вам.

ROS зависит от конкретных версий системных библиотек, таких как Boost, и версии тех библиотек, которые доступны в 12.04 и 14.04, достаточно различаются, чтобы очень затруднить установку двоичных файлов 12.04 в 14.04.

Если версия ROS не имеет значения, двоичные файлы ubuntu 14 работают для индиго и выше.

Есть нить о том, как кто-то строит электричество для работы на 12.04 здесь, но для его создания необходимо выполнить ряд пользовательских настроек.
