Настройка APN программно в Android

Я настраиваю APN программно в Android. когда я запускаю код, я получаю Security Exception :android.permission.WRITE_APN_SETTINGS. если я упомянул это разрешение в манифесте, я получаю сообщение об ошибке, подобное разрешению только для СИСТЕМНЫХ ПРИЛОЖЕНИЙ. не могли бы вы помочь мне разобраться с этой проблемой. ссылка ссылка
