Начиная с версии 0.2.0, protoc-gen-grpc-kotlin представляет собой Jar, а не платформенно-зависимый двоичный файл (https://repo1.maven.org/maven2/io/grpc/protoc-gen-grpc-kotlin/1.0.0/). Таким образом, в вашем блоке конфигурации protobuf он должен быть grpckt { artifact = "io.grpc:protoc-gen-grpc-kotlin:1.0.0:jdk7@jar"}.

(Обратите внимание, что если вы не укажете расширение артефакта, плагин protobuf выберет расширение на основе вашей платформы.)

Нет, protoc-gen-grpc-kotlin негласно использует protoc-gen-grpc-java. Минимальная поддерживаемая версия JDK для подключаемого модуля Java - 7. На данный момент нет версии jdk8 или jdk11 (repo1.maven.org/maven2/io/grpc/protoc-gen-grpc-kotlin/1.0.0).
